- Women or their family members who are current/former MPs, MLAs, Income Tax payees, or elected public representatives. Families owning more than 5 acres of irrigated or 10 acres of non-irrigated land, and Owners of four-wheeler vehicles (except certain light goods vehicles) are not eligible to apply for the scheme.
- Visit Anganwadi Centers, Block Offices, Mo Seva Kendras, or Jan Seva Kendras to collect and submit the application form.
- Ensure all necessary documents (Aadhaar card, bank account details, etc.) are submitted correctly.
- Women applicant Aadhaar Card should be linked with the applicant’s mobile number. The DBT-enabled bank account should be in the name of the beneficiary. E-KYC must be completed for Aadhaar registration or correction.

Benefits of Subhadra Yojana
The Subhadra Yojana introduces the Subhadra Debit Card, an ATM-cum-debit card designed to empower beneficiaries by providing them with a sense of identity and financial independence. Eligible women receive substantial financial assistance totaling Rs. 50,000 over five years, distributed as Rs. 10,000 annually in two installments from 2024-25 to 2028-29. To further promote digital financial literacy and encourage digital transactions, the scheme offers additional incentives for the top 100 women in each Gram Panchayat or Urban Local Body with the highest number of digital transactions to receive an extra Rs. 500 annually.
Eligibility Criteria
- Only women applicants who belong to Odisha state are eligible.
- Applicants must be covered under the National Food Security Act (NFSA) or State Food Security Scheme (SFSS). Women without an NFSA or SFSS card qualify if their family income is below Rs. 2.5 lakh per annum.
- The age of the applicant should be between 21 and 60 years as of the qualifying date (01.07.2024 for the financial year 2024-25).
Ineligibility Criteria (Who Can Not Apply)
- Applicant receiving any financial assistance (pensions, scholarships, etc.) of Rs. 1,500 per month or more.
- Women or their family members who are MPs, MLAs, Income Taxpayers, or government employees.
- Owners of four-wheeler vehicles, except for specific commercial vehicles.
- Families owning more than 5 acres of irrigated land or 10 acres of non-irrigated land.
Subhadra Yojana Application Process
- Applications are submitted offline (through printed forms) or online via the Subhadra Portal.
- Forms are available free of cost at Anganwadi Centres, Block Offices, Urban Local Body Offices, Mo Seba Kendras, and Common Service Centres.
- Applicants must submit the forms at the nearest Mo Seba Kendra or Common Service Centre.
- All applications are verified against government databases and through field inquiries.
- Beneficiaries are required to complete e-KYC formalities, preferably through face-authentication using the Subhadra Mobile Application.
Monitoring and Evaluation (Administration)
The Subhadra Society registered under the Societies Registration Act of 1860 will implement, monitor, and evaluate the scheme at the state level. The State Level Steering and Monitoring Committee (SLSMC) will oversee the implementation of the scheme. District Level Monitoring Committees (DLMCs) and Block Level Scrutiny Committees (BLMCs) will ensure effective supervision at local levels.
